Abstract:
The NC Center for Geographic Information and Analysis, using US Department of Commerce, Bureau of the Census data, developed the digital 1970 Census Boundaries/Population data file containing easily accessible population and housing counts for the state of North Carolina.
Supplemental_Information:
Mixed census units were used to develop this layer. For example, some counties contain census tracts and enumeration districts while others only contain census tracts. The identification numbers for each unit may not necessarily correspond to census statistical tapes. County boundaries depicted in these files are not consistent with other county boundary files used and distributed by CGIA.

Revisions and updates to this layer include:
2.) filename: cen701298  The December 1998 update to this layer
consisted of projecting the data from NAD27 datum, State Plane
projection, units of measure feet TO: NAD83 DATUM, State Plane
PROJECTION, UNITS OF MEASURE METERS.  This was done to comply
with the NC Geographic Information Coordinating Council's
"Statement of Direction for North Carolina Corporate Geographic
Database Horizontal Reference, Datum and Unit of Measure".
This reprojecting was done in various ways depending on the
data type and content.  Vector data was projected using the
'project' command in ESRI's Arc software and topology was
cleaned and built based on coverage needs.  Raster data was
projected using ESRI's Grid module and various steps as applicable.
1.) filename: cen70794  July 1994 - (also archived as nc.cen70,
filename was change July 31, 1996, no data changed).
Due to discrepancies in population totals, the DEHNR-State Center
for Health Statistics, Environmental Statistics and GIS
Section reviewed the population totals and corrected
inaccuracies in July 1994.  Due to funding constraints, the
previous file had only been thoroughly quality-controlled
within the Albemarle-Pamlico Estuarine Study Area.

This file was developed to enable a user to see population and housing statistics from the 1970 Census as a way of track population and housing counts over time. This data was created to assist governmental agencies and others in making resource management decisions through use of a Geographic Information System (GIS).

How reliable are the data; what problems remain in the data set?

  1. How well have the observations been checked?

    The US Dept. of Commerce, Bureau of the Census delineated the 1970 census boundaries on maps at approximately 1:126,720-scale. An ARC/INFO version 5.0 coverage was created and the data attributed. The digital files were plotted and overlayed to the originals and linework and label corrections were made. Demographic information was taken from Census reports and keyed into the attribute tables.

  2. How accurate are the geographic locations?

    The 1970 Boundaries/Population data were mapped from paper blueline census maps and line check plots were edited within the original linewidth on the blueline base. precision: single, fuzzy: 1.0, dangle: 1.0.

  3. How accurate are the heights or depths?

  4. Where are the gaps in the data? What is missing?

    These data represent a subset of the boundary and population information for 1970, as mapped by the US Dept. of Commerce, Bureau of the Census.

  5. How consistent are the relationships among the observations, including topology?

    Using ESRI's ARC/INFO GIS software, the dataset was built for arc and polygon topology using the "build" command. The data set was then cleaned with a fuzzy tolerance of 1 foot. Topology has not been edited since the last build or clean.
