Description:

Abstract:

The NC Center for Geographic Information and Analysis, using US Geological Survey maps, developed the GIS data set, Federal Land Ownership, to delineate the boundaries of land in North Carolina that is owned and managed by the US Government. This file is updated as changes occur.

Purpose:

These data were created to assist governmental agencies and others in making resource management decisions through use of a Geographic Information System (GIS).

Supplemental_Information:

The portion of the Cape Hatteras National Seashore which lies on Roanoke Island was digitized from 1:24,000-scale USGS quads, which had the boundary outlined by the Refuge manager.
Revisions and updates to this layer include: 9.) April 2007: Update to this layer includes correction of acreage values.
8.) March 2006: Updates to this layer consist of boundary edits from Federal Managed Areas (DENR, Division of Parks and Recreation) data.
7.) April 2003: Updates to this layer consist of boundary edits from Federal Managed Areas (DENR, Division of Parks and Recreation) data.
6.) June 2000: Update to this layer consisted of adding .pat attribute data that was inadvertently not added with the May 17, 1995 boundary updates. Also, an acres item was added to the .pat, and the acres were calculated for each polygon.
5.) December 1998: Update to this layer consisted of projecting the data from NAD27 datum, State Plane projection, units of measure feet TO: NAD83 DATUM, State Plane PROJECTION, UNITS OF MEASURE METERS. This was done to comply with the NC Geographic Information Coordinating Council's "Statement of Direction for North Carolina Corporate Geographic Database Horizontal Reference, Datum and Unit of Measure". This reprojecting was done in various ways depending on the data type and content. Vector data was projected using the 'project' command in ESRI's Arc software and topology was cleaned and built based on coverage needs. Raster data was projected using ESRI's Grid module and various steps as applicable.
4.) January 1996: Update consisted of changing a label point in a polygon that was null to "Great Smoky Mountains National Park". This edit took place in Swain County. PRIOR TO THE 1/23/96 VERSION, THIS LAYER WAS NAME NC.FLO
3.) May 1995: Update consisted of several polygonal additions from three US Fish and Wildlife base maps. The changes occurred in the Roanoke River National Wildlife Refuge and the Currituck National Wildlife Refuge.
2.) November 1993: Update consisted of shifting the 1:250,000-scale federal land data to integrate it with 1:100,000-scale county boundaries. This coverage now corresponds to the USGS 1:100,000-scale county boundary files.
1.) February 1993: Layer was changed from nc.usfp to nc.flo. The 1988 update consisted of adding the Alligator River Wildlife Refuge boundaries from the Department of Transportation Highway maps. No previous versions were archived.

The US Geological Survey delineated the boundaries on 1:250,000-, 1:100,000-, and 1:24,000-scale USGS topographic maps. NCCGIA digitized these boundaries and attributed them with codes supplied by the US Fish and Wildlife Service, including: controlling US land management agency, and FIPS. The digital files were plotted and overlayed to the originals and linework and label corrections were made.

Logical_Consistency_Report:

Using ESRI's ARC/INFO GIS software, the dataset was built for arc and polygon topology using the "build" command. The data set was then cleaned with a fuzzy tolerance of (1 foot). Topo- logy has not been edited since the last build or clean.

Process_Description:

The boundaries of the federally-owned lands in North Carolina were delineated by cartographers on USGS 1:250,000-, 1:100,000-, or 1:24,000-scale topographic maps. The linework was digitized by NCCGIA then it was checked by light table review. Any necessary corrections were made and new check plots were run. Post processing involved edgematching and mapjoining across map borders to create the final statewide data set. USFS suplies CGIA with updates as they occur.
