Title: onemap_prod.SDEADMIN.lndfls
Abstract:
The North Carolina State Energy Office in the Department of Administration supported the NC Center for Geographic Information and Analysis to develop a point layer of landfill locations in North Carolina, based on the inventory prepeared by the US EPA Landfill Methane Outreach Program. This set of Landfill Methane Outreach Program (LMOP) Landfill Sites represent sites with methane gas generation potential. Methane gas is a byproduct of solid waste decomposition in landfills. The file identifies landfills in North Carolina from the LMOP Landfill Project, verfied using information provided by the Division of Waste Management, NC Department of Environment and Natural Resources. In addition, CGIA created 10-mile buffers around each landfill point and analyzed company locations within the buffers based on a dataset derived for the State Energy Office by the Appalachian Regional Development Institute at Appalachian State University from a Harris Company commercial database.

    Latitude and Longitude coordinates of landfill points were derived from Excel spreadsheet and used to generate ARC/INFO points coverage. For entries that had no latitude/longitude information, physical address was derived from the Excel spreadsheet and used to generate the locations of these landfills using www.mapquest.com. Entries that had no latitude/longitude coordinates or physical address were located using CGIA Solid Waste Facilities data. Point locations were verified using aerial photography images in ARC/EDIT.

    The Energy Center at the Appalachian Regional Development Institute, Appalachian State University, analyzed a file of manufacturer locations in North Carolina from a commercial database created by the Harris Company, and created point locations for companies along with values for natural gas usage based on the 3-digit NAICS industry survey of energy usage in 1998. CGIA created a point layer from the file, spatially joined the company points to 10-mile landfill buffers, summed average annual employment within buffers, and joined the tabular results to the landfill points.

    The EPA Landfill Methane Outreach Program presented the LMOP (Landfill Methane Outreach Program) Landfill Sites to NC CGIA in an Excel file. The latitude/longitude coordinates were used to generate an ARC/INFO points coverage and the points were given attributes also supplied by EPA Landfill Methane Outreach Program. Where latitude/longitude coordinates were not provided, the physical address was used. Where physical address was also not provided, CGIA Solid Waste Facilities data was used to locate these landfills. Aerial photography images were used to verify point locations.
