Frequently-anticipated questions:

What does this data set describe?

Title: onemap_prod.SDEADMIN.tiger90_poly
Abstract:
The NC Center for Geographic Information and Analysis, using US Department of Commerce, Bureau of the Census data, developed the GIS data set versions of the 1990 Census TIGER/Line files for each of the 100 counties in North Carolina. This data is stored in a county library under the layer name tiger90. Associated attribute tables also reside in each tile workspace.
Supplemental_Information:
The TIGER/Line data included in these files were converted to ARC/INFO from the raw TIGER/Line format provided by the Census Bureau. The NC Center for Geographic Information and Analysis has converted all 100 counties in North Carolina to ARC/INFO format for interested users.
DATA ORGANIZATION Four important INFO files are contained in each coverage: cover.TGR Tabular information for the record types 1,4,5, and 6 (This file can be joined directly to the AAT if you only need record type 1. Note that record types 4, 5, and 6 add additional records to each arc and create a one-to-many relationship between the AAT and the TGR files.) cover.RT3 Tabular information for record type 3 cover.AAT Arc attribute table cover.pat Polygon attribute table
These library tiles also contain coverages where the block and blockgroup boundaries for the counties have been selected out into their own layers.
system filename: /tiger90/libtigcb/tiles/<coabbrev.>/tiger90 files range from 2 - 39 mb each
Revisions and updates to this layer include:
2.) filename: tiger90_1298.dir - 100 county files.
The December 1998 update to this layer consisted of:
A) joining the FNAME attribute to the AAT file to enable
direct selection of feature names.
B) projecting the data from NAD27 datum, State Plane
projection, units of measure feet TO: NAD83 DATUM, State Plane
PROJECTION, UNITS OF MEASURE METERS. This was done to comply
with the NC Geographic Information Coordinating Council's
"Statement of Direction for North Carolina Corporate Geographic
Database Horizontal Reference, Datum and Unit of Measure". This
reprojecting was done in various ways depending on the data type
and content. Vector data was projected using the 'project'
command in ESRI's Arc software and topology was cleaned and built
based on coverage needs. Raster data was projected using ESRI's
Grid module and various steps as applicable.
1.) filename: tiger90_90.dir - 100 county files
The 1990 files are the original versions in nad27, stateplane,
feet.

    Entity_and_Attribute_Overview:
Polygon coverages containing exclusively digital descriptions of geographic areas, including political and statistical area boundaries and codes, latitude/longitude coordinates, feature names and types, and mostly in metropolitan areas, address ranges. They currently do not contain any census demographic data. The data are primarily for the census year 1990. These coverages contain four tables: tabular information for record types 1,2,4,5, and 6; tabular information for record type 3; and polygon and arc attribute tables. The Tabular table for record types 1,2,4,5, and 6 contains 44 attributes. These were supplied by the Bureau of the Census. TGR-ID is a unique id for relating the AAT to TGR file). RT is the record type 1,2,4,5, or 6, while VERSION represents the version number of the record. RECNUM identifies the permanent record number. SIDE is a single side segment code and SOURCE represents the source code. FDPRE is a prefix and FDSUF is a suffix for the feature direction. FNAME and FTYPE identify the feature name and type, respectively. CFCC indicates the census feature class code. ADD1-L and ADD1-R represent the from-address of the left and right side of feature, while ADD2-L and ADD2-R indicate the to-address of the left and right side of the feature. FFL-L and FFL-R flag the from-imputed address, left and right, respectively. TFL-L and RFL-R flag the to-imputed address, left and right, respectively. ZIPCO-L and ZIPCO-R represents the zip codes for the left and right of the feature. ANRC90L and ANRC90R identify the Alaska Native Regional Corporation code for left and right of the feature, if applicable. ST90L and ST90R, CNT90L and CNT90R, MCD90L and MCD90R, SUBMCD90L and SUBMCD90R, and PLACE90L and PLACE90R (Place) are all FIPS codes identifying the left and right end of the feature for state, county, MCD/CCD, sub-MCD, and place, respectively. CTBNA90L and CTBNA90R indicate the Census Tract/ BNA code, left and right respectively. BLK90L and BLK90R represent the tabulation block number, left and right. FROMLONG and FROMLAT identify the from-longitude and latitude of the feature, while TOLONG and TOLAT represent its to-longitude and latitude. The tabular information for record type 3 contains 29 attributes. RT identifies the record type as "3." VERSION represents the version of the record. RECNUM indicates the permanent record number. The following are 1980 FIPS codes for the feature's state, county, MCD/CCD, and place, left and right sides: ST80L, ST90R, CO80L, CO80R, FMCD80L, FMCD80R, FPLACO80L, and FPLACO80R. MCD80L and MCD80R identify the 1980 MCD/CCD census codes, left and right respectively. The left and right 1980 place codes are identified by PLACO80L and PLACO80R, respectively. When applicable, the 1990 American Indian Reservation census code, left and right, are represented by AIR90L and AIR90R. MCD90L and MCD90R identify the 1990 MCD/CCD census code, left and right. SMCD90L and SMCD90R represent the 1990 Sub-MCD census codes, left and right. The 1990 place codes, left and right, are indicated by PLACO90L and PLACO90R, respectively. VDCODE90L and VDCODE90R identify the voting district code, left and right. In the PAT, AREA, PERIMETER, TGR#, and TGR-ID are computer defaults. The remaining 12 attributes were supplied by the Bureau of the Census. ZIPCO identifies the combined left and right of the feature's zip code. Anrc represents the combination of left and right of Alaska Native Regional Corporation code. The following are the left and right combination for FIPS American Indian Reservation, state, county, MCD/CCD, sub-MCD, and place codes: AIR, ST, CNT, MCD, SUBMCD, and PLACE. CTBNA represents the combined left and right of the Census Tract/BNA code. BLK identifies the combined left and right of the feature's Tabulation block number. LPOLY# and RPOLY# are identical to the TGR#. They are used to calculate the item over from the AAT. Most of the items in the AAT are computer calculated. They include FNODE#, TNODE#, LPOLY#, RPOLY#, LENGTH, TGR#, AND TGR-ID. CFCC identifies the census feature class code, for record type 1, only. CODE represents the first letter in the CFCC and is also found only in record type 1. Tables are defined as follows:

  2. How were the data generated, processed, and modified?

    Date: 1990 (process 1 of 2)
1990 TIGER/Line files supplied on tape from the Census Bureau were converted in an ARC/INFO coverage format. In order to reduce the coverage size, many attributes were put into related tables which can be joined to the coverage features. Particulars on the conversion are not available.

  3. What similar or related data should the user be aware of?

How reliable are the data; what problems remain in the data set?

  1. How well have the observations been checked?

The digital files from the Census Bureau were converted into ARC/INFO files. The attributes supplied in the TIGER files have not be changed by NCCGIA. Refer to the technical documentation TIGER/Line Census Files, 1990 Technical Documentation/ prepared by the Bureau of the Census. - Washington: The Bureau, 1991.

  2. How accurate are the geographic locations?

With the exception of projecting data, no other positional changes were made by NC CGIA. Refer to the Technical Documentation for more info on the source data.

  3. How accurate are the heights or depths?

  4. Where are the gaps in the data? What is missing?

Linework for the 1990 TIGER/Line files is based predominantly on the USGS 1:100,000-scale Digital Line Graph files. Features not present in those files, which were deemed as needed for the Census files, were supplemented from various sources. Refer to the Technical Documentation. All feature types were converted by CGIA.

  5. How consistent are the relationships among the observations, including topology?

The ARC/INFO files have been "cleaned" and "built" to ensure complete topology.
