Frequently-anticipated questions:

What does this data set describe?

Title: onemap_prod.SDEADMIN.univ_public
Abstract:
The North Carolina Department of Administration, State Property Office, in cooperation with the NC Center for Geographic Information and Analysis, developed the GIS data set, State-owned Complexes, to define the exterior boundaries of state-owned complexes in North Carolina; e.g.:DOT maintenance yards, state parks, state universities, etc. This point layer is a subset of the full State Owned Complexes and contains only public universities.
Supplemental_Information:
system filename: public_university_points.shp file size = 613 KB

Revisions and updates to this layer include:
11.) filename soc1003 Regular update. November 3, 2003.
10.) filename soc702 Regular update. July 22, 2002.
9.) filename: soc300 Regular update. March 29, 2000.
8.) filename: soc699 The June 28, 1999 update includes addition of
several polygons to the coverage and deletion of the arc attribute
table (.aat).
7.) filename: soc1298 The December 1998 update to this layer consisted
of projecting the data from NAD27 datum, State Plane projection, units
of measure feet TO: NAD83 DATUM, State Plane PROJECTION, UNITS OF MEASURE
METERS. This was done to comply with the NC Geographic Information
Coordinating Council's "Statement of Direction for North Carolina
Corporate Geographic Database Horizontal Reference, Datum and Unit of
Measure". This reprojecting was done in various ways depending on the
data type and content. Vector data was projected using the 'project'
command in ESRI's Arc software and topology was cleaned and built based
on coverage needs. Raster data was projected using ESRI's Grid module
and various steps as applicable.
6.) filename: soc498; Revision on April 28, 1998 consisted of
the addition of several complexes.
5.) filename: soc896; Revision on August 8, 1996 consisted
of the addition of several complexes.
4.) filename: soc995 (previously named nc.soc995)
The September 8, 1995 revision consisted of the addition of
several complexes, as well as polygon attribute item changes.
3.) filename: soc1094 (previously named nc.soc1094)
The October 26, 1994 revision consisted of the removal of
a bogus polygon.
2.) filename: soc794 (previously named nc.soc794)
The July 14, 1994 update consisted of replacing lookup tables
with new items in the polygon attribute table.
1.) filename: soc793 (previously named nc.soc793)
The July 1993 file was still a current representation as
of February 18, 1994.

Why was the data set created?

This data was created to assist governmental agencies and others in making resource management decisions through use of a Geographic Information System (GIS).

How was the data set created?

  1. From what previous works were the data drawn?

    None (source 1 of 1)
NC Dept. of Administration, State Property Office, 19980430, State-owned Complexes: NC Dept. of Administration, State Property Office, Raleigh, North Carolina.

Other_Citation_Details: Data is updated as needed
    Type_of_Source_Media: Paper
Source_Contribution: Exterior boundaries of state-owned complexes in a digital file.

  2. How were the data generated, processed, and modified?

    Date: 30-Apr-1998 (process 1 of 4)
Data were supplied by the counties in the state. Since each county was at their own stage of data development, complex sites were furnished by means of digital cadastral data, paper orthophoto quads, paper maps, or deeds. Scales of maps varied from 1:50 through 1:24,000. Those sites delineated on maps were digitized and then appended to data originally supplied in digital form, to produce a final file.

The digital file of boundaries and attributes is supplied to CGIA for input into ARC/INFO GIS and the Corporate Geographic Database. Files were input, built for topology and had attributes joined to them.

  3. What similar or related data should the user be aware of?

How reliable are the data; what problems remain in the data set?

  1. How well have the observations been checked?

Attribute checks were performed by the SPO during data input.

  2. How accurate are the geographic locations?

Data were supplied by the counties. Since each was in its own stage of data development, error tolerances for sites varied depending on how the data were originally furnished. Contact SPO for details on a particular site.

  3. How accurate are the heights or depths?

  4. Where are the gaps in the data? What is missing?

These data show the extents of state-owned complexes throughout the state.

  5. How consistent are the relationships among the observations, including topology?

Using ESRI's Arc/Info GIS software, the data set was built for arc and polygon topology using the "build" command. Topology has not been edited since the last build or clean.

How can someone get a copy of the data set?

Are there legal restrictions on access or use of the data?

Access_Constraints:
Spatial data accuracy varies greatly in this data layer due to the wide variety of data sources used for compilation. This spatial data layer should be used for illustrative and planning purposes only, and should not be accepted as definitive in any legal dispute or other situation where precise ownership data is required. The SPO can provide some information concerning the source data and compilation method used for complexes in particular counties. The State Property Office is notified monthly of the users of this data.
DISCLAIMER: The State Property Office databases are continually updated as new information is acquired. The locational database at CGIA is updated as needed for applications. Users should determine from CGIA the date of the last update, and if necessary, see that an update is done prior to their application being run. All printed maps from the GIS should be dated. Depending on activity in a given area, a map may quickly become outdated, or may remain current for several years. It is not possible to set a specific expiration date on maps; however, you may wish to check with the State Property Office for accuracy. All land records have a start date and were entered into the GIS with the best knowledge available from several different sources. The State Property Office is planning to go through a reconciliation process in 1994, which would hopefully clear up any discrepancies.
Use_Constraints:
Acknowledgement of products derived form this data set should cite the following: The source of the State-owned Complexes data is the North Carolina Corporate Geographic Database. Earlier versions of this data set may exist. The user must be sure to use the appropriate data set for the time period of interest. While efforts have been made to ensure that these data are accurate and reliable within the state of the art, CGIA cannot assume liability for any damages or misrepresentation caused by any inaccuracies in the data or as a result of changes to the data caused by system transfers.

  2. What's the catalog number I need to order this data set?

    State-Owned Complexes

  3. What legal disclaimers am I supposed to read?

NCCGIA is charged with the development and maintenance of the State's corporate geographic database and, in cooperation with other mapping organizations, is committed to offering its users accurate, useful, and current information about the state. Although every effort has been made to ensure the accuracy of information, errors and conditions originating from physical sources used to develop the corporate database may be reflected in the data supplied. The client must be aware of data conditions and bear responsibility for the appropriate use of the information with respect to possible errors, original map scale, collection methodology, currency of data, and other conditions specific to certain data. NCCGIA does not support secondary distribution of this data. The use of trade names or commercial products does not constitute their endorsement by the NCCGIA or North Carolina State Government.

  4. How can I download or order the data?

  5. Is there some other way to get the data?

Data creation and large data analysis jobs contact Database Administration P:(919)733-2090. All data is available through standard ordering procedures on a cost recovery basis.

  6. What hardware or software do I need in order to use the data set?

All formats supplied are created using ARC/INFO GIS software on Unix workstations. Other formats are available. Format compatibility is the user's responsibility. For more information on formats and media, use a web browser: FORMAT/MEDIA INFORMATION - <http://www.cgia.state.nc.us/cost.html>
